HISTORY
After the so-called Crisis on Infinite Earths, the Guardians of the Universe decentralized control of the Green Lantern Corps. The Guardians had prophesized humanity would be the next race to make the transition to immortals as they had billions of years before. To protect humanity until that day, they assigned Earth natives Hal Jordan and John Stewart to their homeworld, for various reasons a number of Green Lanterns chose to join their comrades on Earth.
Designed by Stewart and constructed by the Green Lanterns who now called Earth home, the Green Lantern Citadel was located 20 miles northwest of Manhattan Beach, in a lightly wooded area in the Encino Canyon, just outside of Los Angeles, California, off Mulholland Highway. A long stretch of road connected the Citadel to the outside world. The construction was nearing completion when they were attacked by a group of super-villains. No damage was done to the Citadel during the battle. - Green Lantern Corps #201
While a semi-official floor plan of the Citadel has been released, it appears to be incomplete, if not inaccurate. The Citadel has been shown to have multiple floors with apartments for the members of the Corps on the upper floors. Though offered residence, Green Lanterns Hal Jordan and Arisia opted to live in Los Angeles under their secret identities.
The main floor of the Citadel has been shown to feature a large meeting hall as well as a kitchen and advanced monitor room. Filled with computers of mostly alien design, the monitor room was also used as the Corps' medical facilities. Kilowog, a geneticist, was able to create customized medical equipment for each of his comrades' physiologies.
Outside the Citadel were recreational facilities for the Green Lanterns. A tennis court and swimming pool have been shown. A garage built into the side of the Citadel held Hal Jordan's Ferris Aircraft jeep which he used to commute to work. Later views of the Citadel have shown a storage room, an arsenal, and a connected hanger for small air/spacecraft. During the event known as the Millennium, Guardian Herupa Hando Hu and Zamaron Nadia Safir left their other-dimensional retreat to help propel a number of humans, known as the Chosen, to the next evolutionary step. The Green Lantern Corps Citadel was used extensively, first as a meeting place for Earth's superhuman community, then as a place to teach the Chosen and protect them from the Manhunters. The android forerunners of the Green Lantern Corps, the Manhunters sought to disrupt the designs of their creators, the Guardians of the Universe. - Millennium #1-#8
Shortly after the events of Millennium, on far off Oa, the trial and execution of Sinestro led to the implosion of the Central Power Battery and the disintegration of all but a precious few power rings which necessitated the disbanding of the Green Lantern Corps. Of the Earth based Corps, only Hal Jordan still possessed his power ring. Though they returned to Earth, it was not to the Citadel. Jordan had lost his job as a test pilot so he and Arisia moved in with John Stewart and Katma Tui-Stewart. - Green Lantern Corps #222 - #224, Action Comics Weekly #601
Kilowog went to China briefly before returning to the Citadel. Arisia joined him, following her breakup with Hal Jordan. Kilowog devoted his time to experimenting and creating high technology devices. The former Green Lanterns were later visited by the New Guardians who sought Kilowog's medical assistance. One of the team, Jet, had been diagnosed with AIDS but despite the technology available to him, Kilowog was unable to cure her. Kilowog and Arisia offered the Citadel to the New Guardians as their headquarters. -Action Comics Weekly #620, New Guardians #4-#5
Others were also interested in Kilowog's technology. A Japanese electronics firm wished to purchase a prototype physio-micronics chip designed by Kilowog but the former Green Lantern refused to sell it. The Japanese firm had been secretly hired by Dr. Zarmakov of the Soviet Union. Zarmakov wanted to use the chip to improve and ultimately control the Rocket Red Brigade. Unable to buy the chip, the electronics firm decided to steal it.
The Citadel was attacked by a giant robot, Soltron, which was easily dispatched. Kilowog stored the parts inside the Citadel, which, unfortunately, was the firm's plan. Inside the Citadel, the parts of Soltron formed a smaller unit which then took the physio-micronics chip and escaped. Kilowog, Arisia and the New Guardians pursued the thief to the Soviet Union in the eight passenger flyer Kilowog had been designing in the Citadel's hanger. - New Guardians #4-#5
Following the departure of the New Guardians, Kilowog lived alone in the Citadel, with periodic visits from Arisia. One day, after Arisia had left for the mall, Guy Gardner stopped by to see Kilowog. Their get-together leveled the Citadel as they smashed each other through the walls supporting the structure. All that was left was a pile of rubble. Surveying the wreckage, Gardner lent his power ring to Kilowog who rebuilt the Citadel. It was shortly thereafter that Guy invited Kilowog to join the Justice League as a handyman.
Arisia returned to the Citadel to find a note left by Kilowog. He explained why he had left and warned her to get out of the Citadel before the 24 hour charge on Guy's ring ran out.
