HISTORY

Often called "the Great White Whale" behind his back, Tobias Whale is an African-American albino, a fearsome gang leader and former leader of the criminal organization called the 100 in Metropolis. Whale has an enormous body mass and almost superhuman strength. He is the archenemy of Black Lightning.
