Synopsis: - Batman and Batgirl discover that the Sakuri Lions are not the ones who have purchased the poison from Doctor Death - it is the Tarakstanian government who are testing it on innocent citizens and wish to use it against the Sakuri Lions. An excellent source of oil. The heroes accompany the Lions to the place where the poison is being tested and capture Doctor Death. When the poison is released, Black Wind tries to contain it. He succeeds, but dies in the attempt, much to Batgirl's horror. She and Batman leave the country, horrified at its rulers, with Bruce Wayne telling them he will never invest a single dollar in their nation.
