This is an Elseworlds tale.

Solicitation:

Triumph, Captain Thunder, Wonder Woman. By virtue of their raw power alone, they are becoming the new leaders and decision-makers of the Justice League, and the rest of the JLA doesn’t like it. Meanwhile, the madness continues as the Justice League must contend with an international terrorist bent on the betterment of the world, and his utopia bears a terrible price! With buildings in rubble and cities in flames, the League searches for the man behind it all while its ranks are being torn apart from within.
