Synopsis:

Andre Briggs, “head of U.N. intelligence,” obtains permission to form a new, controllable, international version of the Justice League. Briggs gets representatives from various nations live on monitors to discuss recruiting. Several prospective members are discussed, approved or denied. Briggs reveals he has acquired a headquarters, the Hall of Justice. This causes protesters at the new headquarters who claim the building is not the property of the U.N.

Booster Gold arrives, and is upset to learn that it isn’t the actual Justice League for which he’s been recruited, but rather the new Justice League International. Booster is made team leader, which upsets Green Lantern (Guy Gardner). As Gardner leaves, he encounters Batman. Batman expresses his faith in Booster, and shows a desire to be involved with the team.

Briggs introduces the new team to its jet, donated by Queen Industries, Seattle. The team is then sent to Peru to locate four United Nations research teams that have lost contact. Batman is already aboard the jet when they leave. Meanwhile, two of the earlier protesters blow up the Hall of Justice. In Peru, the new team encounters Rock Creatures of an unknown origin, and then a giant robot emerges from the ground to attack them.
