When the nation of Markovia was taken over by the usurper Baron Bedlam, several foreigners were captured, among them Lucius Fox of Wayne Enterprises. Batman wanted the JLA to interfere, but, meeting disapproval, went to Markovia himself. There he cooperated with several present heroes to defeat Bedlam. Deciding to remain together, the team christened themselves the Outsiders and included: Batman (leader), Black Lightning, Geo-Force, Halo, Katana, and Metamorpho. They were later joined by Looker, Windfall, and the Atomic Knight. Dr. Helga Jace served as the group’s scientific consultant until being revealed as an agent of the alien Manhunters. The group originally operated out of Gotham City, but upon Batman leaving the team, they relocated to Los Angeles and, still later, Markovia. The Outsiders fought threats such as the One-Man Meltdown, the Fearsome Five, the Masters of Disaster, the Force of July, Kobra, and the Nuclear Family, until disbanding after the Millennium event, which had confronted them with both betrayal and death.

A year or two later, the Outsiders re-formed when the vampire Roderick threatened Markovia. Comprised of Geo-Force, Technocrat, Wylde, Katana, Looker, Faust, Spectra/Halo, the Eradicator (II), and Windfall, this team operated out of Markovia – mostly outside the law – and defeated Roderick as well as the Jihad, the Pharons, Felix Faust, and others during their short career. This version of the team remained semi-active until fading into oblivion.

Recently, a new team of Outsiders (III) was formed, with Metamorpho as the only link to previous teams.
