Comment(s):

The framing sequence of this story takes place one year ago and the flashback takes place eight years ago.
As a result of Crisis on Infinite Earths a lot of Superman's past adventures have been removed from current continuity and DC Comics Presents #1-2 might be one of those adventures. If that is the case the Flash's next appearance would be Flash Vol. 1 #266.

Synopsis:

After his capture and incarceration, Carl Bork discovers that his power has returned to him and he is getting ever-stronger, though also ever-uglier. When he feels he is strong enough, he busts out of jail, only to be intercepted by Batman and Flash, who brought him in the first time around. He manages to evade them, and makes his way to his mother's house, planning to whisk her away to a tropical island, where her health will improve. She, however, is having none of it, and tells him he must go straight. When the police arrive on the scene, she has a heart attack, and Carl surrenders himself so that she can get treatment. Years later, he is released from jail, and wonders how best to make a new start...
