HISTORY

Zo-Mar was a power-hungry Kryptonian who had somehow come into the possession of a card with a unique Kryptonian symbol on it. While it was in Zo-Mar's possession he could command others to do his bidding. His attempted takeover of Fort Rozz was thwarted by Dru-Zod. The Science Council of Krypton decided Zo-Mar's crimes were so severe he was given a life sentence, imprisonment in a suspended animation capsule orbiting Krypton.
The later destruction of Krypton of Krypton and the warp field created by Kal-El's escaping spacecraft pulled debris in its wake, including Zo-Mar's capsule. Decades later, Zo-Mar found himself on Earth to begin his plans anew.
Once more in possession of a card with the Kryptonian symbol, Zo-Mar gained control of the Challengers of the Unknown to ensnare Superman. Zo-Mar was frustrated that he did not have powers like Superman and believed the Man of Steel was somehow resisting his control The heroes were ultimately able to overcome Zo-Mar, who indeed had powers so long as he did not hold the card.
Zo-Mar was captured once more, and rather than suspended animation found himself imprisoned within the Phantom Zone. He was surprised to find Zod imprisoned as well and sought to work with his former foe and Jax-Ur to avenge themselves on Superman and Earth.[1]

POWERS AND WEAPONS

The card, while in Zo-Mar's hand, gave him verbal domination over victims. Once the card was not in his possession, the control would drop. The origin and nature of the card remains a mystery, as is how Zo-Mar obtained it after Krypton's destruction. The symbol in and of itself did not grant any powers. Superman suspected the card may have been a form of mutated kryptonite.

Curiously, while the card was in hand, Zo-Mr could not access the abilities Kryptonians possessed under a yellow sun. When it was not in hand, Zo-Mar displayed the full range of super powers and the additional ability to discharge energy from his right hand, the same hand which he favored hplding the card.
