HISTORY
Under the leadership of the villainous General Scarr, three criminals with military sobriquets – Colonel Sulphur, Major Disaster and Captain Cutlass – banded together as the Army of Crime and planned to kidnap wealthy Gotham City residents and use the ransom money to purchase powerful super-weapons left behind by the villainous Weapon-Master. Scarr believed the weapons would enable his Army to take over the nation. The Army of Crime was defeated by Superman and Batman (Bruce Wayne)
