Synopsis: - When Green Arrow makes a return trip to Starfish Island, he finds it a less pleasant place than it used to be. He also encounters his old adversary Count Vertigo, who has been spurred on to attack him by an ambitious D.E.O. agent, a subordinate of his. As events transpire, the two men save one another's lives - Arrow saves Vertigo from drowning, and Vertigo gives Arrow some medicine to stave off an infection from a jellyfish sting - and Vertigo resigns from the D.E.O. and returns to liberate what's left of his nation.
