Synopsis: - A super-powered crook called the Eel carries out a hostile takeover of criminal life in Sub Diego. Meanwhile, the first Sub Diegan baby is born, and is an air-breather. Aquaman demands that Geist work out a solution to this problem, as he doesn't want families split up. Meanwhile, a member of the San Diego council who was caught in the quake demands that Sub Diego be allowed to function autonomously, completely separate from the rest of San Diego. Later, Aquaman encounters some looters but finds his pursuit of them stopped by seemingly solid water. Getting wind of who might be controlling the criminals, he contacts Batman for some help.
