Synopsis: - Tensions continue to mount within and between Gotham's various criminal factions. Batgirl has an inconclusive encounter with Alexandra Kosov, while Orpheus finds it hard to persuade his Hill Gang not to go after more territory, pointing out that they need to protect their lives first and foremost. Batman instructs Orpheus to take over the yakuza, in a first step to bring all of Gotham's gangs under Orpheus' and thus Batman's control. However, as Orpheus expects, he finds that the yakuza are not open to this idea, and Onyx takes a bullet wound in their encounter. Meanwhile, the Penguin hijacks an arms shipment, knowing that war is always a good time for business.
