Synopsis:

In the wake of Gotham's reopening, both Black Canary and Oracle are having time off. The nations of Qurac and the Karrocan Emirate meanwhile, are at war, with the US standing helplessly by. Qurac have sent a mysterious envoy to the United Nations. Barbara has gone to a computer exposition in order to meet her mysterious cyber-pal, bumblebeeb.com, and is somewhat nervous about who they may turn out to be. Dinah, meanwhile, is settling in to her new apartment, and is concerned about her neighbor, Olivia Crichton.
Bumblebeeb turns out to be Ted Kord. Barbara tells him she's a police dispatcher, which is sometimes true. Back at her place, Nightwing is helping out with a few repairs when Jason Bard stops by to try and meet her.
Interrupted by a loud crash from next door, Canary feels she can no longer just stand by, and charges in to help out her neighbor, and is just too late to stop her from killing her tormentor in self-defense. Back at the exposition, things aren't going too well between Ted and Babs, so she decides to let on that she's aware he is also the hero known as Blue Beetle, from which he deduces that she's probably Oracle, whom he previously thought to be just a computer program. They enjoy themselves much more after that, and of course agree to keep each others' identities a top secret.
The Quraci ambassador turns out to be none other than the Joker.
